At CISI – Covert Intelligence Surveillance & Investigation, we take a selective, discreet and highly focused approach to private investigations in South Mumbai, Western Suburbs of Mumbai, and across India. We do not operate on a volume-based model. Instead, we concentrate our time, experience and investigative resources on cases that genuinely require professional attention, confidentiality and careful handling.
Founded on the principles of discretion, integrity and factual investigation, CISI deliberately accepts a limited number of cases each year. Over the past 10 years, we have selectively handled only 86 investigation assignments, with an 83% successful resolution rate. This selective approach allows us to study every case carefully, understand the circumstances, assess the available information and develop an investigation plan suited to the matter rather than applying a routine process.

Founder & CEO
Mr. A. Kumar (AK) is the Founder and CEO of CISI – Covert Intelligence Surveillance & Investigation, a professional private investigation and surveillance agency based in Mumbai and serving clients across India. With over 20 years of experience in the private investigation field, he has built CISI around discretion, confidentiality, factual investigation and professional client service.
Born and raised in India, Mr. Kumar developed an early interest in detective work, surveillance, intelligence gathering and investigative methods. In 2003, at the age of 22, he began his professional career as a field investigator with an established detective agency in Delhi. His early years in the field provided practical experience in surveillance, undercover assignments, information gathering and sensitive personal investigations.
In 2008, Mr. Kumar moved to Mumbai and established his own independent investigation practice, which later became known as CISI. Since then, he has handled and supervised sensitive investigation assignments involving personal matters, matrimonial investigations, background verification, surveillance, corporate concerns, missing persons and other confidential investigative requirements.
Over the years, his work has extended beyond Mumbai to major Indian cities including Delhi, Bangalore, Hyderabad, Kolkata and other locations. Why do you charge for an appointment?
Hiring private detective and intelligence services is a high-cost affair, typically accessible only to financially capable individuals. Our appointment fee serves as a filter to ensure that only those who are serious and financially prepared to pursue genuine private investigations approach us.

What does it mean by “Appointment Validity”?
"Appointment validity" means your paid appointment remains valid either for a specific period or for a specific number of meetings—whichever comes first. All paid appointments are valid for either one meeting or one month from the date of payment, whichever happens earlier.
Once either the one-month period passes or the scheduled meeting is completed, the appointment validity expires.
No office address is given. How can I visit your office?
"Visiting our office is strictly by invitation, only after we have positively decided to take up your case. We value privacy and do not entertain walk-ins. Just for your knowledge, our office is located in the western suburbs of Mumbai."

What is your agency's success rate?
Our success rate varies depending on the type of case. In some categories, we have achieved up to 90% success, while in others, the success rate may be below 60%. On average, our success rate is around 78%.
We believe in honest and realistic assessments, as every case presents unique challenges. Success largely depends on the nature and complexity of the case. More on "Our Approach".
In what kind of investigation do you guys have expertise?
We classified all cases into two categories. Personal or professional. We have expertise in problems related to personal life problems like love affairs, post-matrimonial investigations, divorce cases, child monitoring, and physical surveillance.

What if it’s an overseas investigation? Will you do it?
If the whole investigation has to be done outside India, then “No”. But for partial investigation, it’s a “Yes”.
I am worried about my privacy. What’s the solution?
If your intention is right then we have a modern covert way so that your assignment will be done and you have no need to reveal your identity. The first step is to book a “100% Confidential Online Appointment”. In that method, we will never come to know who you are and your contact details.
If, you are afraid of being a victim of “Blackmailing” then that’s your only option to go for a “100% Confidential Online Appointment”. Seeing the nature of business, in the end, you have to trust someone.
Does your agency have a government license or any affiliation?
In India, the government does not issue any license or authorization to private detective or investigation agencies to operate—unlike in countries such as the USA, the UK, and others where licensing systems exist.
The Private Detective Agencies (Regulation) Bill, 2007, which aimed to regulate private detective services in India, was pending in the Rajya Sabha for several years. However, this bill was officially withdrawn from the Rajya Sabha in 2020 following recommendations from the Standing Committee, which suggested certain revisions and updates. As of the end of 2024, the bill has not been reintroduced in either house of Parliament. We will continue to update this section if there are any further developments.
Now that you're aware of the licensing facts, you should know that any detective agency claiming to be “government-affiliated” is misleading you. In reality, there is no such government affiliation for private detective agencies in India. Some agencies form associations or groups and issue certificates among themselves to appear official—but these are not recognized by any government authority, neither us.
How much time do you take for spy camera delivery?
For spy-gadgets, delivery timelines depend on stock availability. Generally, orders are delivered within 5 to 7 working days. Before accepting any payment for a spy gadget, we will inform you of the approx. delivery date in advance.
Which mobile devices are compatible with your spy phone software?

However, we strongly advise that you install the software only on a device you personally own. Unauthorized installation on someone else’s device may violate privacy laws in many countries and could lead to legal consequences.

We understand financial constraints; however, private investigation services involve significant costs due to the expertise, time, and resources required.
If your budget is limited, we may not be the right fit for your case. We advise against hiring low-cost agencies, as they often compromise on quality and effectiveness. In such situations, it may be more practical to explore personal investigation options rather than risking unreliable services.
What is your advance payment policy for assignments?
Our standard advance payment policy is as follows:
General Cases: 25% advance before starting the assignment, 25% during the process, and the remaining balance upon successful completion.
Physical Surveillance: Payment for a minimum of 3 days is required in advance.
Missing Person Cases: 50% advance before commencing the investigation. Balance on successful complition of the case.
In most cases, the initial advance is generally 25%.
What are your accepted payment methods? Do you accept cash?
We accept payments through both **cash** and **bank transfers**.
Once your case is accepted, we will provide you with the necessary payment details and instructions. Appointment payments are accepted only via bank-transfer.
Do you offer refunds?
Due to the nature of our services, once an investigation has begun, refunds are not possible under any circumstances.
However, if you cancel the case before the investigation starts, you are eligible for a full refund—excluding the **appointment fee** and any expenses already incurred (if applicable).
